39 In the event of disagreement between the protectorate government and the Kabaka government, the dispute cannot be resolved through discussions between the representative of the two governments, and the Governor is convinced that the issue affects the interests of peace, order or good government of the Ugandan protectorate, the governor may give formal advice to ministers on this matter.
